Restyle my chart in the "Zoning Plan" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a municipal planning sheet. Off-white drawing paper in a thin double frame, pale zoning-map tints, dash-dot boundary lines and a boxed title block with a plan key and a north arrow. Orderly, technical and calm.

Colors (use these exact values):
- Paper: #F8F6F0 for the canvas and for marker fills and the zone-code tags.
- Zone tints (one per band or category): residential butter #F4E7A8, commercial pink #F4D2D4, industrial lilac #DDD4EE, open space mint #CDE7D3.
- Matching hatch strokes for key swatches and in-band gridlines: #C9B45A, #C98C92, #9C8CC2, #7FB08D.

Typography (Google Fonts):
- Public Sans throughout. Title 700, 26px, -0.3px letter-spacing, sentence case, stating the finding. Subtitle 400, 14px, #6B6B66, naming measure, unit and period.
- Title block text is uppercase Public Sans: panel headings 800 at 11 to 12px with 1.4 to 1.8px letter-spacing, the jurisdiction name 800 at 15px on two lines, sheet metadata (sheet number, scale, date) 600 at 10px with 1px letter-spacing in #6B6B66.
- Tick labels 11px #6B6B66; month labels 500 12px; zone codes 700 12px with 0.6px letter-spacing; totals 600 12px.

Layout:
- A 1.5px #2B2B2B frame inset 20px from the canvas edge, with a 0.5px inner frame 6px inside it.
- Title at top left (x 56), subtitle beneath. Plot on the left from x 104 to 680; right column from x 704 to 904.
- Right column: a summary cell (1.2px outline) with a small uppercase label, the headline total in 800 46px, and one line of supporting facts; below it the title block (1.5px outline) with a "PLAN KEY" header row, key rows, then a bottom row split by a vertical rule into the jurisdiction and sheet metadata on the left and a north arrow on the right.
- Source line 11px at bottom left inside the frame.

Axes and grid:
- The plot is divided into horizontal bands, one per zone or category, each about 98px tall and filled with its flat zone tint. Bands are separated by 1px #2B2B2B dash-dot lines (10 on, 3 off, 2 on, 3 off) and the whole plot has a 1.2px solid outline.
- Each band carries its own scale when values differ a lot: 0, midpoint and max labels at the left of the plot, and one dotted midpoint gridline (0.8px, 2 on 3 off) in the band's hatch color at 70% opacity. Say "each band has its own scale" in the subtitle.
- Month ticks: 5px ink ticks below the plot and single-letter month labels 20px below it.

Marks:
- Line chart: in each band, a 2px #3A3A3A straight-segment line with round joins and small round markers (r 3, paper fill, 1.5px #3A3A3A stroke) at every point. Top-left of each band: a small paper tag with a 0.8px ink outline holding the zone code (R-2, C-1, I-1, OS). Top-right: the band total in 600 12px ink.
- Bar chart: same banded background; draw each category's bars inside its own band as 2px-outlined #3A3A3A columns with paper fill and 45-degree hatching in the band's hatch color, square corners, about 55% of the slot width, with the same zone tag and total per band. For a single-series bar chart, use one tinted band per value range instead (for example low, medium, high) and plain #3A3A3A bars.
- Plan key: 28 x 18 swatches filled with the zone tint plus a 45-degree hatch (6px pattern, 1.2px lines in the hatch color) and a 0.8px ink outline, followed by the code in 700 and the zone name in 400; a final row shows the line-with-marker symbol.
- North arrow: a 20px-radius 0.8px circle holding a split arrowhead (one half ink, one half paper with ink outline) and an "N" above it in 800 11px.

Avoid: gradients, shadows, rounded corners, saturated colors, a floating legend (the key lives in the title block), and tick labels that collide at band boundaries.

When you're done, render the chart and check that the zone codes, band totals and tick labels do not touch the line, the dash-dot boundaries line up with band edges, totals and shares in the title and summary cell are arithmetically correct, and the title block reads as a real plan sheet.
