Restyle my chart in the "Statistical Bulletin" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: the first chart in an official statistics release from a national statistics office. Plain, trustworthy and precise: white page, one navy header strip, clear units, provisional figures flagged honestly and a full source note.

Layout:
- Full-width navy strip 46px tall at the very top, with a 4 x 18 px teal tab at x 56 before the bulletin name.
- 56px side margins. Title baseline at about y 94, subtitle at y 122.
- Plot from x 88 to 816, y 184 to 480, leaving the right margin for direct series labels.
- A 1px #E3E6EA rule at y 534, then a two-line source note in #5A636E on the left and "Next release: <date>" in 11.5px 700 navy on the right.

Axes and grid:
- Horizontal gridlines only, 1px #E3E6EA, at every half unit; no vertical gridlines and no y-axis line.

Labels and annotation:
- Direct labels at the right end instead of a legend: series name 14px 700 in its color with the latest value on the line below in 14px 400.
- One factual annotation, 12px 600 #1B1F24, with a 1px vertical leader line pointing to the relevant period.

Avoid: color fills under lines, shadows, rounded corners, bold gridlines, a boxed legend, decorative icons, and any unflagged provisional data.

When you're done, render the chart and check that the header strip text does not collide, the provisional zone covers exactly the provisional periods, the unit is visible on the y-axis, and the source note includes a next-release date.
