Restyle my chart in the "Brand Manual" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a page from a corporate identity guidelines book that specifies how charts must be drawn. Precise, technical and calm: the chart is the specimen, and numbered callouts document every part of it.

Colors (use these exact values):
- Page: #FFFFFF.
- Data mark (the one brand color): #1F4FD8 (Cobalt 100). Also used for the section eyebrow, the layout-grid guides, dimension lines and callout markers.
- Ink: #111827 for the title, header rule, baseline, x ticks, footer rule and spec headings.
- Gray 60: #6B7280 for the subtitle, axis labels and secondary spec text.
- Gray 20: #D1D5DB for gridlines and dividers.
- Layout-grid column tint: #E8EEFC at 50% opacity.

Typography (Google Fonts):
- Hanken Grotesk for everything, with tabular figures.
- Title 700, 30px, -0.6px letter-spacing, Ink, stating the finding.
- Subtitle 400, 14px, Gray 60, naming measure, unit and period.
- Header eyebrow "1.2   DATA VISUALIZATION" 700, 11px, 2px letter-spacing, Cobalt; a right-aligned running head (company name and "BRAND GUIDELINES 3.0") 600, 11px, 2px letter-spacing, Gray 60.
- Axis labels 400, 12px, Gray 60. End value label 700, 14px, Ink.
- Spec headings 700, 13px Ink; spec descriptions 400, 11.5px Gray 60. Dimension labels 500, 9px Cobalt.

Layout:
- 48px margins on all sides, drawn as a dashed 0.6px Cobalt rectangle (3 on, 3 off) at 45% opacity.
- A 12-column layout grid overlay inside the margins (16px gutters), each column filled with the grid tint behind everything.
- Dimension lines in the margins: 0.75px Cobalt lines with 10px end ticks spanning the margin, labeled "48" in 9px Cobalt on a white knockout. One in the left margin, one in the top margin and one at the bottom right.
- Header row at y 74 with a 1px Ink rule under it at y 86. Title at y 128, subtitle at y 154.
- Chart on the left (about x 96 to 624, y 206 to 470). A specification column on the right starting at x 680: a "SPECIFICATION" label (700, 10px, 2px tracking), then five numbered entries 40px apart, then a Gray 20 divider and a 2 x 2 grid of 22px square color chips, each with its name (700, 11px) and hex value (10px Gray 60).
- Footer: 1px Ink rule at y 524; "Source: ..." left, the guideline book name centered, and "SECTION 1.2   |   24" right (700, 11px, 1.5px tracking, Ink).

Axes and grid:
- Horizontal gridlines only, 0.5px Gray 20. No vertical gridlines, no y-axis line.
- 1px Ink baseline with 5px Ink ticks at each category. Y labels right-aligned 12px left of the plot.

Marks:
- Line chart: a single 3px Cobalt line with straight segments and mitered joins, butt caps, no markers except a 6px-radius Cobalt dot on the last point with its value (for example "37.2k") in 700 14px Ink up and to the left. Multiple series: keep the lead series Cobalt at 3px and draw others at 1.5px in Ink and Gray 60, each labeled directly at its end.
- Bar chart: square-cornered Cobalt bars about 55% of the band on a 1px Ink baseline, value labels in 700 12px Ink above each bar; secondary series in Gray 60.

Labels and annotation:
- Numbered spec callouts: 9px-radius white circles with a 1.2px Cobalt stroke and a 700 10.5px Cobalt numeral, joined to the part they describe by a 0.75px Cobalt leader ending in a 2px Cobalt dot. Point them at the title (placed in the left margin), the line, a gridline end, an axis label and the end marker.
- Each number matches an entry in the specification column, written as "1.2  Chart line" over "3 pt, Cobalt 100, mitered joins".

Avoid: gradients, shadows, rounded bars, more than one saturated color, decorative icons, and callouts that overlap data labels.

When you're done, render the chart and check that every numbered marker has a matching spec entry, the leaders touch the part they describe, the grid tint stays faint enough that the line dominates, and the spec values you wrote (weights, sizes, colors) match what you actually drew.
