Restyle my chart in the "Wind Shifts" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Layout:
- Eyebrow y 50, title y 88, subtitle y 114, 56px margins.
- Instrument strip: a #0F2438 rounded rectangle (4px radius, 58px tall) spanning the plot width plus 20px each side, starting at about y 134, holding a row of small glyphs every fixed interval (here wind barbs every 5 minutes) with their values (12px #7F93A8) under each.
- Plot from x 112 to 900, about y 222 to 500; minute ticks every 10 below it.

Axes and grid:

Marks:

Avoid: glows, gradients, a light background, rounded thick lines, more than two fill colors and dual axes.

When you're done, render the chart and check that fills switch color exactly where the trace crosses the median, the title's extreme and median match the data, event labels do not collide with the instrument strip, and barbs stay inside their panel.
