Restyle my chart in the "Wind Farm" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: an asset operator's annual performance sheet for a wind site. Cool, modern and matter-of-fact: deep slate, pale steel structure, sky-blue actuals measured against warm sand expectation bands.

Colors (use these exact values):

Layout:
- Eyebrow at y 50, title at y 86, subtitle at y 112, legend at y 142, all at x 40.
- A faint prevailing-wind arrow (about 124px long, 26px arrowhead) in the top right, rotated to the wind direction, with "Prevailing wind 225° SW" right-aligned under it at y 136.

Axes and grid:

Avoid: glow, gradients on data marks, saturated warm colors, thick borders, rounded cards, and a separate legend for colors already labeled in the value columns.

When you're done, render the chart and check that rows are sorted by value, the count in the title matches rows above their expectation, every delta equals value minus expectation, and the sand band stays visible where the bar crosses it.
