Restyle my chart in the "Velvet Room" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: the printed program of a private salon sale. Deep burgundy crushed velvet, antique gold, an italic serif title over an ornamental rule, and final figures set on small engraved gold plates.

- Marcellus for everything else: eyebrow 12px uppercase, 4px letter-spacing, gold; subtitle 15px; axis labels 13 to 13.5px; plate values 18px; plate captions 12px uppercase with 2.4px letter-spacing in the series color.

Texture and effects:
- Crushed velvet sheen: two large soft radial highlights (#6A1C2D at 85% near the upper left, #5A1726 at 80% near the lower right, both fading to transparent), a fractal-noise layer with stretched grain (baseFrequency 0.006 x 0.018, 2 octaves) mapped to a burgundy tint at 45% opacity, and a dark vignette (#12030A to 55% at the edges).
- The featured line has a soft glow: a 3px Gaussian blur of itself merged under the sharp line.

Layout:
- A thin gold double frame: 1.2px at 20px from the edges and 0.5px at 27px.
- Centered header: eyebrow at y 68, title at y 112, subtitle at y 140, then an ornamental rule at y 164: two 0.9px gold lines (about 196px each) meeting at a small filled gold diamond, with a pair of mirrored curled scrolls either side of the diamond and a 1.8px gold dot at each outer end.

These plates replace a legend.
- Bar chart: slender bars (about 40% of the band) in the gold plate gradient with a 0.7px #7E5E2A inset line, comparison bars in #B5707A; values in Marcellus above the bars, the leading value on an engraved plate.

Avoid: bright reds, pure black, flat unshaded backgrounds, heavy strokes, sans-serif type and a legend box.

When you're done, render the chart and check that the velvet texture is visible but quiet behind the data, the dotted gridlines stay faint, both plates sit clear of each other and inside the frame, and the title's claim is arithmetically true.
