Restyle my chart in the "Velocity Fade" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: an advance-scouting sheet from a front office analytics group. Clean white paper, condensed type, every observation shown as a dot, and one thick navy trend line that carries the story. Clinical and efficient.

Colors (use these exact values):
- Page: #FFFFFF. A full-width 8px #14213D band along the very top edge.
- Trend line and badges: #14213D (scouting navy).

Layout:
- 48px side margins. Top band, then a navy "SCOUTING REPORT" badge (138 x 22px) with the meta line beside it, title, subtitle, and a single-row legend 30px below the subtitle, with the red "REMOVED" key right-aligned.
- Plot from x 88 to x 912 and y 184 to y 512. Period labels (innings) sit centered under each band. Footer: a 1px #E3E6EB rule, "Source: ..." at left and a bold summary of the before and after values at right.

Axes and grid:
- Y gridlines 1px #E3E6EB every 4 units with labels right-aligned 10px left of the plot and the unit ("MPH") in 11px bold above them. A 1px ink baseline. No x-axis ticks: the period bands do the work.
- Alternate periods get a #F2F4F7 background band spanning the plot height.

Marks:
- Line chart: every raw observation is a dot r 3.4 at 90% opacity colored by category. The summary line is a monotone-smoothed rolling average, 5px #14213D with a round cap, drawn over an 8.5px white casing so it lifts off the dots. Label its first and last values in 700 15px navy. Circle the final event with an r 11 ring, 2.2px #D62828, and run a 1.2px red leader to a right-aligned two-line note.
- Bar chart: slim vertical bars (about 60% of the band, square corners) colored by category, sitting on the alternating period bands, with the rolling average as the same cased navy line over them and the final bar ringed in a 2.2px red rounded outline. Bars start at zero.

Avoid: connecting lines between raw dots, heavy borders, gradients, shadows, more than one red element, and a second y axis.

When you're done, render the chart and check that the title's change equals the difference of the two period averages shown in the footer, the navy line stays readable over the dots, the red ring is centered on the last observation, and no note sits on top of dots.
