Restyle my chart in the "Uptake Drive" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a county public health campaign report. Bright, civic and optimistic: a bold coral headline, one thick deep teal line climbing through pale colored campaign phases toward a dashed goal, and the final result printed large.

Colors (use these exact values):
- Page: #FFFFFF.
- Headline, target line and target pill: #E8553F (coral).
- Data line, final value, eyebrow and footer credit: #0E6E6E (deep teal).
- Ink (axis, week numbers, notes): #1F2A2E. Secondary text: #66737A. Footer rule: #E4E8EA.
- Phase blocks, in order, each with a darker label ink: #FCE3DD with #B8402E; #DCEFEC with #0E6E6E; #FBF0CF with #8A6A12; #E7E3F4 with #5B4E96. Use as many as there are phases.

Typography (Google Fonts):
- Archivo Black for the headline (29px, coral, -0.5px letter-spacing, stating the finding with the numbers) and the big end value (42px, teal, -1px letter-spacing).
- Archivo for everything else: eyebrow 12px 700 uppercase with 2px letter-spacing in teal, preceded by a 10 x 10 px coral square; subtitle 15px #66737A; phase labels 11px 700 uppercase with 1.4px letter-spacing plus a 11px range line under them ("Weeks 5–9") at 80% opacity; axis labels 12px; notes 13px 600.

Layout:
- 48px side margins. Eyebrow at y 50, headline at y 96, subtitle at y 124.
- Plot from about x 76 to 765, y 166 to 500. Reserve about 145px on the right of the plot for the end value block, and keep the whole block inside the 912px content margin.
- Footer: a 1px #E4E8EA rule at y 560, "Source: ..." left and the publishing body's name in teal 600 right.

Axes and grid:
- Phase blocks fill the full plot height and tile edge to edge along x (each block spans half a step either side of its first and last period). Labels sit inside the top-left of each block, 10px in.
- Gridlines are 1.2px WHITE lines drawn over the blocks (they cut through the pastel like a table), at round values; no gridline at the plot top so the phase labels stay clean.
- Y labels right-aligned 10px left of the plot, with a % suffix. A 1.5px #1F2A2E baseline with 5px tick marks at each period and labels on alternate periods (plus the last). A 12px axis title under the tick labels.

Marks:
- Line chart: a 6px #0E6E6E line with round joins and caps, drawn over an 11px white halo so it reads crisply across block edges. Straight segments. A 8px radius teal end dot with a 3px white ring. No other point markers.
- Target: a 2px coral dashed line (8 on, 6 off) across the full plot, with a coral pill label (22px tall, fully rounded) reading "TARGET 45%" in 11px 700 white, 1.2px letter-spacing, placed on the line in an empty stretch.
- End value: the latest value in 42px Archivo Black teal, 18px right of the plot at the height of the end dot, with two 13px lines under it: what it means ("reached by week 16") in ink and the gap to target in coral.
- Bar chart: square-cornered teal bars (about 55% of the band) over the same phase blocks, the latest bar with its value in 42px Archivo Black beside the plot, and the target as the same dashed coral line and pill.

Avoid: gradients, shadows, drop lines, legends (label directly), more than one data color, gray backgrounds behind the plot.

When you're done, render the chart and check that the white gridlines read over every phase block, no phase label touches a gridline or the line, the end value does not collide with the target line, and the headline numbers match the data.
