Restyle my chart in the "Typewriter Memo" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: an interoffice memorandum typed on thin onionskin paper by a careful typist, with the chart typed and pencil-ruled right into the page. Quiet, dry, human, a little uneven.

Colors (use these exact values):
- Onionskin paper: #F3F0E4 for the whole canvas, with a faint horizontal fiber texture (fractal noise, base frequency 0.012 x 0.28, tinted brown-gray at about 10% alpha).
- Typewriter ink: #26252B for every typed character.
- Pencil: #7D7F86 for the ruled axes, year dividers and the line joining the points (80 to 85% opacity).
- Fountain pen: #1F3F99 for the handwritten initials and their flourish.
- Carbon smudge: #3A4766, a soft blurred blot (Gaussian blur 14) at 12 to 22% opacity in the lower right corner.

Typography (Google Fonts):
- Special Elite for everything typed. "M E M O R A N D U M" spaced out at 30px; TO / FROM / DATE lines 17px with values in a second column at x 150; the RE line (the title, stating the finding) 22px with a typed underscore underline of the same length; the measure-and-unit sentence 15px; axis labels 15px; footer 13px.
- Homemade Apple 30px in fountain pen blue for the sender's initials, rotated about -9 degrees, placed just after the FROM line with a 1.6px pen stroke flourish beneath.
- Uneven ink: render each typed character separately with its own fill-opacity between 0.66 and 1.0 and a baseline wobble of up to +/-0.45px, from a seeded random generator so it is stable. Add a 0.35px Gaussian blur to all typed text for ink bleed.

Layout:
- 64px side margins. MEMORANDUM at y 70, a full-width typed underscore rule at y 88, TO / FROM / DATE at 26px pitch from y 124, RE at y 214, the explanatory sentence at y 252.
- Chart area x 150 to 860, y about 290 to 508. X labels at y 530, group labels (years) at y 556 centered under their groups, separated by thin pencil dividers.
- Footer at y 584: "cc: Files     Source: ..." on the left and a file code on the right.

Axes and grid:
- Pencil-ruled y-axis and x-axis (1.3px) as one L-shaped path, with a slight graphite wobble (displacement map, scale 1.6, over 0.9-frequency noise).
- Gridlines are typed rows of ". " periods in ink at 42% opacity, one per labeled y value. Y labels right-aligned 16px left of the axis.

Marks:
- Line chart: a typed "x" (24px) centered on every data point, joined by a 1.5px pencil line with the graphite wobble. Type the first and last values next to their points, and type any annotation as a short note with a "^" or "<--" pointing at the point, placed between gridline rows.
- Bar chart: outline each bar with pencil (1.3px) and fill it with typed "x" characters on a 16px grid in ink, or with typed "/" hatching; value typed above each bar; no solid fills.

Avoid: solid colored fills, smooth curves, bold weights, perfectly even ink, any color other than the pen blue for non-ink marks, and anything that looks printed rather than typed.

When you're done, render the chart and check that the typed characters vary in density, the RE underline matches the subject length, the initials sit beside the FROM line without touching it, and no annotation lands on a row of typed periods.
