Restyle my chart in the "Turnout Time" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a page from a fire service response performance report. Plain, accountable and exact: an off-white sheet, one fire red, a station tag in the corner and a dashed standard that every point is judged against.

Colors (use these exact values):
- Page: #FAF9F7 (off-white) for the whole canvas.

Layout:
- 56px side margins. A 3px #B91C1C rule across the very top edge. Eyebrow at y 52, title at y 92, subtitle at y 120.
- Station tag at the top right: a 72 x 80 px #B91C1C block with 3px radius, "STATION" in 11px 700 white with 2px letter-spacing at the top and the station number in Roboto Slab 44px 700 white below.
- Plot from x 96 to 790, y 168 to 470, leaving about 110px on the right for direct labels. A small uppercase unit label ("SECONDS") above the y-axis labels.

Axes and grid:

- Bar chart: square-cornered #B91C1C bars about 55% of the band for bars that miss the standard, and #E48A83 bars for those that meet it, with red value numerals above failing bars only. The dashed standard line runs across the bars. No legend beyond the footer note.

Avoid: gradients, shadows, rounded bars, more than one hue family, a boxed legend, and heavy gridlines.

When you're done, render the chart and check that only points beyond the standard carry red numerals, the station tag does not crowd the title, and the title's claim matches the data.
