Restyle my chart in the "Turbine Dispatch" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a power station's daily dispatch sheet printed for the control room. Crisp, orderly and operational: a slate header, a monochrome blue ramp for the units, and one signal-orange schedule line.

Colors (use these exact values):
- Page: #FFFFFF. Header band: #2E3A46 (slate), full width, 118px tall at the top.
- Series ramp, darkest at the base of the stack: #16325C (navy), #2D64A8, #5F9FD9, #A9D6F5 (pale sky). Use them in order; for fewer series take the darkest ones.
- Target or schedule line: #D9572B (signal orange). Hatching for unavailable capacity: #8C98A4 on white.
- Ink: #1E2833. Secondary text: #66727E. Gridlines and rules: #E3E8ED.
- Header text: title #FFFFFF, subtitle #D3DDE6, eyebrow and small labels #AFC0CF.

Typography (Google Fonts):
- Encode Sans 700 for the title (27px, white, in the header, stating the finding) and for the header key figure (20px, white, right aligned).
- Encode Sans Condensed for everything else: eyebrow 12px 600 uppercase with 1.6px letter-spacing, pieces separated by " | " (site, sheet name, date); subtitle 15px 400; legend 14px 600 #1E2833; axis numbers 13px #66727E; category labels 12.5px (the peak one 700 #1E2833); unit label "MW" 12px 700 with 1px letter-spacing; annotations 13px 600 to 700; source 12px.

Layout:
- Header: eyebrow at y 40, title at y 76, subtitle at y 101, all at the 56px margin. A small uppercase label and one key figure (a daily total) right aligned at x 904 in the header.
- Legend row on white at y 152: 14px square swatches with 20px gap to the text, then a hatched swatch for offline capacity and a 26px dashed orange line for the schedule. A 1px #E3E8ED rule under it.
- Plot from x 92 to 904, value axis numbers right aligned 10px left of the plot. Unit label above the axis at the margin.

Axes and grid:
- Horizontal 1px #E3E8ED gridlines at round values, no vertical grid, 1.4px #1E2833 baseline.
- Category labels (e.g. zero-padded hours 00 to 23) centered 18px below the baseline; a small "Hour beginning" caption right aligned under them.

Marks:
- Bar chart: stacked bars 22px wide at 24 categories (about 65% of the band), square corners, with a 1px white gap between segments. Units that are out of service appear as an empty slot of their rated capacity on top of the stack: white fill with 45-degree #8C98A4 hatching (1.4px lines every 6px) and a 1px #8C98A4 dashed 2 2 outline. Group a run of such slots under a thin 1px bracket with a 13px 600 label ("Unit 3 outage, 09:00 to 16:00: 60 MW unavailable"). Draw the schedule as a step line across each band edge to edge: first a 4.5px white casing, then 2.2px #D9572B dashed 6 3. Label the peak total above its bar in 13px 700.
- Line chart: one 2.4px line per series in the same ramp (navy to pale sky, the palest given a 1px #2D64A8 outline if it gets lost), straight segments, no markers except the peak, with the schedule as the same dashed orange step line; unavailable periods as a hatched vertical band behind the lines with the same outline and bracket label.

Avoid: rounded corners, gradients, shadows, more than one warm color, 3D, and a second value axis.

When you're done, render the chart and check that the stack order is darkest at the base, hatched slots read as missing capacity (never as output), the orange schedule line stays visible over every bar, and the key figure in the header equals the sum of the plotted values.
