Restyle my chart in the "Train Length" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a railroad technical operating bulletin. A white sheet with a thin rust border, a bulletin number in the header, a boxed instruction and a single ramp of rust that deepens toward the values that matter.

Colors (use these exact values):

- Barlow Condensed for everything else: bulletin number 700 15px uppercase with 2px letter-spacing in #9A3412; header right side 500 14px uppercase with 1.4px letter-spacing in #6B625C; subtitle 400 18px; axis labels 500 15px; axis titles 600 12.5 to 13px uppercase with 1.4 to 2px letter-spacing; value labels 600 14px.

Layout:
- 48px inner margins. Header line: "OPERATING BULLETIN No. 26-114" left, railroad, department and period right, then a 1px rust rule.
- Title and subtitle (measure, bin size and total count) under the header, then the plot from x 96 to 904 and y 196 to 488.
- An instruction box in the empty upper-left of the plot: white fill, 1px rust stroke, a 4px solid rust bar on its left edge, "INSTRUCTION 7(b)" in 700 13px rust, then two lines of Bitter 13px ink.
- Footer: "Source: ..." left and "SUPERSEDES BULLETIN No. ..." right, both inside the border.

Axes and grid:
- Horizontal 1px #ECE6E1 gridlines; y labels 500 15px #6B625C right-aligned with a small "TRAINS" unit label above. Leave headroom above the tallest bar for the instruction box.

Avoid: rounded bars, gradients inside a bar, drop shadows, extra hues beyond the rust family, and gridlines drawn over the bars.

When you're done, render the chart and check that the ramp gets darker toward the limit, every bin past the limit is dark rust, the share in the title equals the over-limit count divided by the total, and the instruction box covers no bars.
