Restyle my chart in the "Tracking Error" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a robotics engineering report page. Precise, quiet and technical: a white sheet, one dark trace, a pale green tolerance band that says "this is fine", and red only where something went out of spec.

Colors (use these exact values):
- Page: #FFFFFF.
- Primary ink, the data line and filled capsules: #2F3B48 (dark slate).
- Tolerance band fill: #DCF1E1 at 85% opacity; band edges #5FAE7A; band label #3F8A5A.
- Out-of-tolerance red: #D23B2F, used only for excursions, their stamps and the axis strip.
- Secondary text: #6A7682. Gridlines and footer rule: #E7EAEE. Zero line #AEB7C0. Outline capsule stroke #B9C1CA; segment dividers #C9D0D7.

Typography (Google Fonts):
- Sofia Sans Condensed throughout. Title 700 at 29px in slate, stating the finding. Subtitle 400 at 16px #6A7682 naming the measure, unit and run. Capsule labels 700 at 11.5px uppercase with 1.2px letter-spacing (10px for very short capsules). Axis labels 400 at 13px. Band label 700 at 11.5px uppercase with 1.2px letter-spacing. Excursion stamps 600 at 12px white. Footer 13px.

Layout:
- 40px side margins. Title baseline at y 56, subtitle at y 84.
- A row of phase capsules at y 120 to 140, directly above the plot, each spanning its time range on the x scale with 2px gaps; a small "MOTION" label (700, 11px, 1.6px letter-spacing) at the left margin.
- Plot area about x 84 to 900, y 176 to 486. Footer rule at y 536 with a key on the left (band swatch "Within tolerance", red line "Out of band") and "Source: ..." right-aligned.

Axes and grid:
- Signed y axis with a little headroom (here -1.3 to 1.1 mm) and labels at -1.0, -0.5, 0.0, +0.5, +1.0 with explicit plus signs; the unit "mm" sits above the top label.
- 1px #E7EAEE gridlines, a 1px #AEB7C0 zero line. The tolerance band is a filled rectangle with 1.2px dashed (6 3) #5FAE7A edges and a right-aligned uppercase label just inside its top edge.
- Dotted (2 3) 1px #C9D0D7 vertical dividers at every phase boundary, running from the capsules down to the baseline.
- A 1px slate x baseline with ticks every unit (7px major, 4px minor) and labels every second unit ("0 s", "2 s").

Marks:
- Line chart: the signal as a 1.8px slate polyline with round joins, no smoothing, no markers. Wherever it leaves the band, overdraw that stretch in 2.6px #D23B2F. At each excursion peak put a white dot (r 4.5) with a 2px red ring, a 1px red leader, and a red 18px-tall stamp (3px radius) reading time and peak value ("4.64 s  +0.70 mm") above positive peaks and below negative ones. Mark the excursion's time span with a 4px red strip just under the x baseline.
- Bar chart: slender slate bars (about 45% of the band, square corners) from zero, with the tolerance band drawn behind them; any bar whose value is outside the band is filled #D23B2F and gets the same red stamp above it. Phase capsules still group the categories above the plot.
- Phase capsules: fully rounded (radius = half height). Active or productive phases filled slate with white text; transit phases white with a 1px #B9C1CA outline and slate text.

Avoid: gradients, shadows, a legend box, smoothing that hides spikes, red on anything that is within tolerance, and more than one accent color.

When you're done, render the chart and check that the count of excursions in the title matches the red segments, every stamp sits clear of the trace and the axis labels, the capsules line up with the x scale, and the band edges are exactly at the tolerance values.
