Restyle my chart in the "Town Hall" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a page from a city government's quarterly performance report. Civic, orderly and dependable: a navy header strip with a seal, a tidy boxed chart, a policy target band and a proper footnote.

- Source Serif 4 700 for the title (29px, #1B2430, sentence case, stating the finding) and the direct-label values (16px).

Layout:
- Header strip: full width, 60px tall, navy, with the 3px gold rule beneath. A seal emblem at the left (center x 82): an off-white disc r 21, a 1.2px navy ring r 17.5, a dotted gold ring r 15, and a small navy civic building glyph (pediment triangle, five columns, base bar). City name and department to its right; the report label right-aligned at x 904.
- Title at y 110 and subtitle at y 138, 56px side margins. A single-row legend at y 170.

- Bar chart: square-cornered navy bars about 55% of the band wide with forest green bars beside them for the comparison, the same gold target band drawn behind the bars, and values in Source Serif 4 above each bar.

Labels and annotation:
- Direct labels right of the last points: series name (Public Sans 13px 700) over the latest value (Source Serif 4 700 16px), in the series color.
- Any reference to a policy gets a superscript footnote marker that matches the footnote block.

Avoid: gradients, shadows, rounded bars, smoothing, bright colors, decorative icons beyond the seal, and gridlines denser than every 5 units.

When you're done, render the chart and check that the title's claim is true for the data (for example that the latest value is the first one inside the band), square markers sit exactly on the line vertices, the seal renders crisply at thumbnail size, and the footnote marker matches the legend.
