Restyle my chart in the "Tooling Night" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a fine binding's front board, tooled in gold on navy goatskin. Ceremonial and precise, like a gilt-finished presentation volume.

Colors (use these exact values):
- Ground: #131A2B (navy morocco) with a faint fractal noise grain (base frequency 0.55, 2 octaves, blue-gray at 7% alpha), a radial vignette to #0C1120 at 70% at the corners, and a few short 0.7px grain scratches in #2A3550 at 50%.
- Gold leaf: #D2AE62 for the line, the frame and years. Pale gold: #EBD29A for the brightest highlights and value numerals. Dim gold: #8F7A4E for gridlines, y labels and quiet notes. Parchment: #D9CFBA for the subtitle.

Typography (Google Fonts):
- Cinzel 700, 34px, 2px letter-spacing, gold, centered, for the title stating the finding. Cinzel 600 13px (1px letter-spacing) for years; Cinzel 400 11px (1.5px letter-spacing) for key-point notes.
- Cardo for everything else: subtitle italic 18px parchment, centered; y labels 15px dim gold; key-point values 700 19px pale gold; footer italic 14px dim gold.

Layout:
- Title centered at y 70, subtitle at 100, then a centered ornament: two 134px dim gold hairlines with a 10px gold diamond between them at y 120.
- A gold ruled frame from x 64 to 896 and y 142 to 504: a 1.6px outer rule and a 0.6px inner rule 5px inside it. At each corner a 14px navy square rotated 45 degrees with a 1px gold outline and a 2.4px gold dot.
- Plot inside the frame from x 128 to 852 and y 176 to 470. Years sit inside the frame 28px under the plot. Footer notes at y 552.

Axes and grid:
- Four dotted gridlines (0.6px dim gold, dash 1 5) with labels right-aligned 18px left of the plot. No axis lines; the frame does that work.
- A row of tiny tooled dots at the plot bottom, one per period (alternating r 1 and r 1.6). Year labels every second period.

Marks:
- Line chart: a gold double fillet: a 5.4px gold stroke with a 1.6px navy stroke drawn on top of the same path, straight segments, round joins and caps. At 3 to 4 key points (start, peak, dip, latest) stamp a fleuron: four gold teardrop petals (about 9px long, pale gold to gold gradient) around a navy center dot ringed in pale gold, with four small gold dots on the diagonals, set on an 11px navy disc that breaks the line. Each key point gets its value in Cardo 700 19px pale gold and a Cinzel 11px note.
- Bar chart: bars drawn as gold double-rule outlines (1.6px outer, 0.6px inner rule 3px inside) on the navy ground, starting at zero, with a small fleuron centered above the tallest and latest bars.

Avoid: bright white, colored series, glow effects, gradients across the whole chart, and more than four fleurons.

When you're done, render the chart and check that the double fillet reads as two gold lines at thumbnail size, fleurons do not collide with labels, the frame corners are symmetric, and the title's percentage is arithmetically right.
