Restyle my chart in the "Tonnage Report" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a weekly production control report from a heavy forge. Dark iron gray, muted steel for the plan and signal orange for what the presses actually made, with a status strip of year-to-date numbers along the top. Engineered, dense and direct.

Colors (use these exact values):
- Background: #232628 (iron gray). Status strip: #17191B with a 1px #383C40 rule under it.
- Plan: #5E7A96 (muted steel blue). Actual: #FF6A13 (signal orange).

- Chakra Petch throughout. Strip keys 500 11px uppercase with 1px letter-spacing in #8E959C, strip values 600 14px (the actual figure orange). Title 600 30px stating the finding; subtitle 16px dim.
- Legend 500 14px; axis ticks 12px dim with thousands separators; week labels 500 13px dim (700 white for shutdown weeks) with a 10px dim reason line under shutdown weeks; variance labels 500 13px white; band labels 600 10px uppercase with 1px letter-spacing in #B8BEC4; footer 11 to 12px.

Layout:
- A 38px status strip across the top: site and department, year-to-date actual, year-to-date plan, attainment and periods above plan, separated by 1px graphite ticks, with a small orange dot and "LIVE" at the right end.
- Title and subtitle at x 40; a legend row under them (plan swatch, actual swatch, hatched shutdown swatch) with a note on the right explaining the variance sign.
- Plot from x 88 to 912; a footer rule with "Source: ..." left and a report code right.

Axes and grid:
- Y axis from 0 with 1px #383C40 gridlines every 500 t, tick labels left, no axis line. A 1.2px #6A7076 baseline.

Texture:
- Maintenance or shutdown periods get a band the full plot height behind their bars, filled with 45-degree hatching (8px pattern, 3px #4A4F54 stripes on the background color) at 80% opacity, labeled "SHUTDOWN" at its top.

Marks:
- Bar chart: grouped pairs per period, plan left and actual right, each 22px wide with a 3px gap, square corners. A white variance label centered 9px above the taller bar of each pair: "+32" or "−42" (true minus sign).
- Line chart: plan as a 2px #5E7A96 dashed line (6 on, 4 off) and actual as a 3px #FF6A13 solid line with 6px square markers, the gap between them shaded orange at 12% where actual beats plan; keep the white variance labels above each actual point and the hatched shutdown bands.

Avoid: rounded corners, gradients, glows, 3D, a boxed legend inside the plot, and bright colors other than the orange.

When you're done, render the chart and check that each variance label equals actual minus plan, the title's count of periods above plan matches the data, attainment equals YTD actual divided by YTD plan, and the status strip fits without overlaps.
