Layout:
- 56px side margins. Eyebrow at y 50, headline at y 100, subtitle at y 128. Legend row at y 165: the white reference rule swatch and its meaning on the left, the two period swatches (14px, rx 2) on the right.
- Plot from x 104 to 904, y 236 to 474. Tier tags 12px under the baseline, and the change vs. the previous period centered 54px under it (gold if up, rose if down, with a true minus sign).

Axes and grid:

Avoid: gradients or vignettes that band, dual axes, bright reds, pure white text beyond the reference labels, and square category labels.

When you're done, render the chart and check that the headline's biggest change is really the biggest, totals add up, the reference labels clear the value labels, and the tags fit their text.
