Restyle my chart in the "Storm Tracker" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a TV weather center during a live storm. Dark navy set, a faint radar sweep behind the data, radar-colored bars that turn from green to red as intensity rises, and an amber warning banner that says this matters.

Colors (use these exact values):

Layout:

Avoid: light backgrounds, a single flat bar color, rainbow ramps that skip the green to yellow to red order, radar texture strong enough to compete with the bars, and a missing key.

When you're done, render the chart and check that each bar's color matches its threshold band, the stated total and peak match the data, and the radar texture stays behind and quieter than every label.
