Restyle my chart in the "Spillway Gauge" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Layout:
- 56px left margin; plot from x 92 to 842 so stage labels fit at the right. Title at y 66, subtitle at y 94.
- Three stacked panels sharing one time axis: the main measure (about 195px tall), a secondary panel (about 56px tall) with its own small scale, and an operational strip (about 32px) of stepped bars. Each panel has its own uppercase label 8px above it; about 40px between panels. Never put two measures on one scale.

Axes and grid:
- Horizontal 1px #1D3444 gridlines; value numbers right aligned 10px left of the plot.

Avoid: glows, gradients, rounded corners, a second value axis on the main panel, and coloring the main line anything but white.

When you're done, render the chart and check that the callout box does not sit on the line, the stage labels at the right do not collide, the vertical grid never runs through panel labels, and the hours-above-stage count in the title matches the data.
