Restyle my chart in the "Spectrum Plan" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a regulator's frequency allocation chart printed in a planning document. Orderly and quiet: off-white paper, muted allocation colors, thin rules and precise condensed labels.

Colors (use these exact values):
- Paper: #F7F5EF. Ink: #23262B. Secondary text: #6F7278. Rules and dotted minor ticks: #D8D4C9.

Layout:
- Eyebrow at y 48, title at y 84, subtitle at y 110, all flush left at x 48.
- A compact legend in the top right, three columns by two rows of 14 x 10 swatches, the last item a hatched "Shared use" key.
- One horizontal lane per category, 64px tall, separated by 0.8px #D8D4C9 rules. The lane name sits at the left with a 4 x 12 color tick; a totals column is right-aligned at x 912 under a small "TOTAL" header.
- Plot area from x 214 to 842.

Axes and grid:
- Logarithmic x axis. A 0.9px ink rule every decade running the full lane stack, with decade labels (1 GHz, 10 GHz, 100 GHz) above the lanes, right-aligned against their rule. Dotted 0.6px #D8D4C9 minor rules (1 on, 3 off) at 2, 3 and 5 of each decade.
- Axis numbers under a 0.9px baseline; the unit as a trailing label.

Marks:
- Bar chart: floating range bars 28px tall centered in each lane, spanning start to stop value, square corners, flat fill with a 1.2px top edge in the deep companion color. Inset each bar 0.75px at both ends so neighbors show a hairline guard gap; keep a 3px minimum width. Flagged or shared items get a 45-degree hairline hatch (0.9px lines every 5px, deep color at 75% opacity) over the fill. Label only the landmark bars with their range, above or below the bar, with a 4px paper-colored halo.
- Line chart: one lane per series with a 2px line in the series' deep color over a 30% tint area of its fill, on the same log axis and decade rules; label the series at the left like the lanes.

Avoid: saturated colors, rounded bars, gradients, shadows, a y axis, a chart border.

When you're done, render the chart and check that decade rules line up with their labels, the guard gaps between adjacent bars are visible, very narrow bars still show, and the totals in the right column add up to the footer figure.
