Restyle my chart in the "Skyline Power" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a 1930s municipal electric company's annual review poster. Glamorous and nocturnal: bronze-black night, bars drawn as setback skyscraper towers with fine pinstripes, the leading tower in warm gold lit by a faint fan of searchlight beams.

Layout:

Axes and grid:

Marks:
- Bar chart: each bar is a setback tower 64px wide (about 57% of the band). The value sets the very top; the crown narrows in two small 8px steps: the top 8px is 72% of the full width, the next 8px is 86%, and the shaft below is full width, all centered. Keep the setbacks this small and constant in pixels on every bar so they never eat enough area to make short bars look smaller than their values. Fill cream (leader gold), then overlay vertical pinstripes (1.2px lines every 5px in the page color at 28% opacity) and a top-down white sheen (18% to 0%). Value labels 12px above each crown.
- Searchlight fan: four faint beams rising from the base of the leading tower at -28, -11, +11 and +28 degrees, each a long thin wedge about 44px wide at its far end and 340px long, filled with a gold gradient fading from 20% opacity at the baseline to 0 near the top of the plot. Draw them behind the bars.

Avoid: rounded corners, glossy 3D, bright colors, more than one gold mark, visible hard edges where the beams end, and beams that cover labels.

When you're done, render the chart and check that the setback steps are visible but small on the shortest bar (the tower should still look as big as its value), the tops of the crowns (not the shafts) match the values, the beams fade out smoothly, and the title's ratio is arithmetically true.
