Restyle my chart in the "Sign Painter" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a hand-painted menu board in a roadside diner. Cream enamel, oxblood showcard lettering with a one-stroke black shade, gold-leaf keylines and pinstripes. Warm, confident and crafted, never kitsch.

Colors (use these exact values):

Layout:
- Frame: a 4px #1A1A1A rounded rectangle (radius 10) inset 16px, a 1.6px #C9A24A pinstripe inset 28px (radius 6) and a 0.8px #7A1F1F hairline inset 34px.
- Corner scrolls in all four corners (one drawing mirrored): a 2.2px oxblood C-scroll curling into a small spiral, a 1.2px gold inner stroke echoing it, and a 3px oxblood dot at its tail.

Avoid: gradients on the data, thin sans-serif type, gridlines, legends, bevels, glossy effects, more than one script face, and neon or pastel colors.

When you're done, render the chart and check that the black shade sits down and right of every bar and never shows below the baseline, the painted values are legible in cream on oxblood, and the corner scrolls stay clear of the title and axis labels.
