Restyle my chart in the "Safety Board" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a white enamel safety sign bolted to a factory wall. Loud, legible from across the floor and proud: a green header band with a bold uppercase title, fat green bars with huge counts and one amber bar that asks for attention.

Layout:
- The sign fills the canvas with a 28px wall margin at the sides and 20px top and bottom, corner radius 12, and a soft drop shadow (0 4px, 6px blur, black at 18%).
- A 98px green header band across the top of the sign (clipped to its rounded corners) carrying the uppercase title and a centered subline with site and update time.
- Four mounting screws at the corners: 5px circles #E9EAE6 with a 1px #8C918B stroke and a horizontal slot.
- Below the band, left-aligned at x 76: a headline stating the finding, then the measure line. Bars run from x 76 to 884 on a 2px ink baseline. A footer strip under a 1px #C9CCC6 rule holds the legend, a centered slogan and "Source: ...".

Axes and grid:
- No y axis and no gridlines: every bar carries its count.

Marks:
- Bar chart: square-cornered bars 66px wide (about 65% of the band) in #00843D; the lowest in #F2A900 with a small amber warning triangle (1.2px ink outline, "!" inside) above its count. Counts centered 10px above each bar.
- Line chart: a 5px #00843D line with square joins and 9px white-filled green markers, each point's value in 34px Oswald above it; the worst point gets an amber marker, amber count and the warning triangle. Keep the dotted record rule.

Avoid: gradients on the bars, thin fonts, lowercase titles in the band, more than one attention color, gridlines and a cluttered sign.

When you're done, render the chart and check that the counts read at thumbnail size, the amber bar really is the lowest value, the record rule sits above every bar, and the screws and band respect the sign's rounded corners.
