Restyle my chart in the "River Gauge" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a live flood warning dashboard panel. Charcoal, calm and legible from across a control room: one thick white line, three warning colors used sparingly, and the latest reading as a big number in a rounded chip.

Colors (use these exact values):

- Chip: small label 500 11px uppercase, 1.4px letter-spacing; the reading 700 44px, -1px letter-spacing, with the unit in 500 20px muted; a status pill with 700 10.5px uppercase text in the page color.
- Level names 700 13px in their color with the value 12px muted beneath; annotations 500 12.5px text with 12.5px muted second lines; crest label 700 15px.

Layout:
- 56px left margin, eyebrow at 50, title at 88, subtitle at 114.
- The chip is a 218 x 86px rounded rectangle (16px radius, 1.5px border in the current status color) at the top right, level with the title block.
- Plot from x 76 to 832 and y 150 to 508; the warning bands and their labels live in the 80px strip to the right of the plot.
- Legend (Observed, Forecast) at the bottom left, source at the bottom right.

Axes and grid:
- 1px #262A32 gridlines every half unit, tick labels with one decimal, right-aligned. A 1px #3A3F49 baseline with 6px day ticks and day names centered in each day.

Marks:
- Line chart: observed values as a 4px #F3F4F6 smooth line with round caps; the forecast continues as the same weight dotted (dash 0.1, gap 8, round caps). The latest reading is a 7px radius dot in the status color with a 3px page-colored ring. Each warning level is a thin 1px line in its color across the plot, and a 10px wide, 2px radius color band on the right edge only, spanning from that level up to the next.
- Bar chart: 4px-radius #F3F4F6 bars for observed periods and outlined bars (1.5px #F3F4F6 stroke, dotted, no fill) for forecast periods, with the same thin level lines and right-edge bands; a bar's top cap turns the level color it exceeds.
- Annotations: a ringed dot where the line crosses the warning level with a thin muted leader to a two-line label; the forecast crest as a hollow ringed dot with its value and time centered above.

Avoid: filling the plot with colored zones (bands stay on the right edge), glows, gradients, more than three status colors, and a legend for the levels (label them directly).

When you're done, render the chart and check that the chip reading equals the last observed value, the chip border and pill use the level that value is in, the dotted forecast starts exactly at the latest point, and level labels on the right do not collide.
