Restyle my chart in the "Risk Register" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: the risk register page of a board pack. Tabular, sober and ivory, like a well-set ledger, with color reserved for how severe each item still is.

Colors (use these exact values):
- Page: #FBF8F1 (ivory).
- Five-step severity scale, used only on the residual dot heads and the axis band strip: Low 1 to 4 #7E9A77 (sage), Moderate 5 to 8 #C9A03F (ochre), Elevated 9 to 12 #CC7438, High 13 to 16 #A9472C (terracotta), Severe 17 to 25 #6B1D24 (deep oxblood).

Typography (Google Fonts): Libre Franklin throughout.
- Title 800 at 26px with -0.3px letter-spacing, stating the finding; subtitle 400 at 14.5px in #716B61 with the scale and unit.
- Eyebrow and column headers 700 uppercase (11px and 10px) with 1.8px and 1.4px letter-spacing.
- Risk IDs (R-014) 600 at 11.5px in #716B61; risk names 400 at 13px.
- Scores inside the heads in Libre Franklin Black (900) at 11px: #1D1B18 on sage and ochre, white on the three darker steps.
- Owner initials 700 at 9.5px; axis and key labels 11.5 to 12px.

Layout:
- A table grid: an ID column at x 40, the risk name at x 96, the plot from x 318 to 828, and owner initials centered at x 898. Column headers ("ID", "RISK", "SCORE", "OWNER") sit above a 1px ink rule.
- Rows 23.5px apart, sorted by residual score descending, separated by 0.8px #E8E2D5 hairlines running the full width.
- A key row at the bottom: ring, arrow and head explained as "Inherent" and "Residual", five severity dots with their names and ranges, and the source at the right.

Axes and grid:
- A 1px charcoal left axis at score 0; faint 1px #E8E2D5 verticals every 5 points.
- Under the plot, a 5px band strip showing the five severity ranges in their colors, with tick numbers 0 to 25 below it.

Marks:
- Bar chart (lollipop): a 1.2px charcoal stem from 0 to the residual value; a 10px-radius residual head in its severity color with the score inside; a hollow 7.5px-radius ring (1.3px #9A948A stroke, no fill) at the inherent value; a 1px #9A948A arrow from the ring to the head with a small filled triangular arrowhead stopping 2px short of the head. For ordinary bar data without a before value, drop the ring and arrow and keep stems and heads.
- Line chart: a 1.2px charcoal line through the periods with 10px-radius heads at each point colored by severity band and the value inside in 900 weight; the previous period's value as a hollow #9A948A ring with an arrow to the new head where it changed.

Labels and annotation:
- Owner initials in 10px-radius circles with a 0.9px charcoal outline at the right end of each row.

Avoid: coloring stems, rings or text by severity, gradients, shadows, more than five severity colors, unsorted rows and a bordered legend box.

When you're done, render the chart and check that rows are sorted by the filled value, every arrow points from inherent to residual, score text is readable on every head color, and the title's percentage is computed from the totals.
