Restyle my chart in the "Retirement Ledger" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a registry's internal ledger screen at night. Technical and exact: stepped cumulative lines with square ends, monospaced figures, and a ledger strip that ties the biggest movements to their serial records.

Colors (use these exact values):
- Background: #0F1E17 (dark forest). Ledger strip panel #15291F with a 1px #2A4638 border.

Layout:

Axes and grid:

Marks:
- Line chart: cumulative totals drawn as step-after lines (flat for each period, vertical risers at the change), stroke-linecap square and miter joins. - Bar chart: square-ended bars with no rounding, mint for the main measure and a thinner amber bar (about 40% width) overlaid or adjacent for the second; mark the three biggest bars with the same hollow circle and hairline to the ledger strip.

Avoid: rounded line caps, smoothing, glow effects, gradients other than the faint mint fill, proportional fonts for figures, and a dual axis.

When you're done, render the chart and check that the serial ranges in the ledger add up to the batch sizes, the hairlines land on the correct jumps and do not cross any text, and the percent in the title equals final retired divided by final issued.
