Every chart uses illustrative data. The prompts work with any coding agent and any charting library; they describe colors, type, spacing and marks precisely enough to reproduce each look.

Restyle my chart in the "Response Times" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a performance page from a city police department's annual report. Civic, trustworthy and plain spoken: a solid navy header band, a white page, one thick navy line and a clear pass/fail target.

Colors (use these exact values):
- Page: #FFFFFF. Header band and primary data ink: #1E3A5F (department navy).
- Uncertainty band (interquartile range or any spread): #C9DDF0 at 85% opacity.
- Target line, target label and "met target" badges: #15803D (green). Also a 4px green rule directly under the header band.
- Body ink: #1F2937. Secondary text: #5B6472. Gridlines and rules: #E3E8EF. Alternate-year column shading: #F6F8FB. Header right-side text: #B9CBE0.

Typography (Google Fonts): Public Sans throughout.
- Wordmark in the header: 700, white, true small caps faked with 19px capitals and 14.5px lowercase-as-capitals, 1.6px letter-spacing, preceded by a simple outlined shield with a white star (about 28 x 30px).
- Header right: 11.5px 600 uppercase, 1.6px letter-spacing ("ANNUAL REPORT 2025 · PERFORMANCE").
- Title: 700, 23px, navy, sentence case, stating the finding. Subtitle: 14px #5B6472 with measure, unit and period.
- Legend labels 13px 600 ink; axis labels 12.5px (quarters 11px); year labels 13px 700; data labels 13px 700 navy; footer 11.5px, page number 11px 700 with 1.6px letter-spacing.

Layout:
- Header band 62px tall, full width, with the 4px green rule beneath. 56px side margins.
- Title about 44px below the band, subtitle under it, then a one-line legend row at about y 166.
- Plot from about y 200 to y 500, x 96 to 880. Footer rule at y 556 with source on the left and "PAGE 12" on the right.

Axes and grid:
- Horizontal 1px #E3E8EF gridlines only; y labels on the left, the lowest one carries the unit ("4 min").
- A 1.2px ink baseline. For time series, two-tier x labels: period ticks (Q1 to Q4) and bold years centered beneath, with thin #E3E8EF separators between years and every other year shaded #F6F8FB.

Marks:
- Line chart: a 4.5px navy line with round joins, with a 9px white halo under it so it separates from the band; dots r 3.5 to 4 in navy with a 1.5px white ring. Spread as a #C9DDF0 band between the 25th and 75th percentiles. Target as a 2.2px green dashed line (7 on, 5 off) with a "Target 8:00" label in 12px 700 green on a small white plate at the left end. Every period that beats the target gets a green check badge (r 8 circle, 2px white check stroke) 18px below the band. Label the first and last values ("9.4 min", "7.3 min").
- Bar chart: square-cornered navy columns about 60% of the band, the target as the same green dashed line across the plot, green check badges just above each bar that meets it, and pale #C9DDF0 whiskers or boxes for spread when available.

Avoid: gradients, shadows, more than one accent, decorative icons beyond the shield and the check badges, and red for failing periods (failing is simply the absence of a check).

When you're done, render the chart and check that the title count of periods beating the target matches the badges, the last-value label does not collide with the target label, and the badges sit clear of the band.
