Restyle my chart in the "Rent Burden" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a city policy brief. Warm paper, one enormous pull statistic that makes the argument, and a disciplined chart that proves it.

Colors (use these exact values):
- Page: #FFF5EE (pale peach).
- Sequential categories from fine to severe: #D1D5DB (soft gray, not burdened), #FB923C (orange, burdened), #9F1239 (dark wine red, severely burdened). The severe color doubles as the accent for the pull statistic, the header square and its rule.
- Ink: #2A1A1F. Secondary text: #6B5A55. Footer rule: #EAD8CC.

Typography (Google Fonts):
- Libre Franklin throughout. Title 800, 30px, -0.6px letter-spacing, ink. Eyebrow 600 11px uppercase with 1.6px letter-spacing in #6B5A55, preceded by a 10px wine square. Subtitle 14px #6B5A55.
- Pull statistic 800, 104px, -4px letter-spacing, wine; its caption 600 16px ink on three lines; a supporting sentence 14px #6B5A55.
- Burdened share above each bar 800 18px ink (22px wine for the highlighted group); segment values 600 12px (white on color, #4B5563 on gray); category labels 600 13px on two lines.

Layout:
- 48px side margins. Eyebrow y 50, title y 96, subtitle y 122, then a 1.5px ink rule across the page at y 146.
- Left column (x 48 to about 300) holds the pull statistic, caption, a 72 x 3 px wine rule and a three-line explanation.
- Chart from x 348 to 912 with the legend on top; the two burdened swatches are bracketed by a 1px ink line with "COST-BURDENED" (700 10px, 1.6px letter-spacing) centered below.
- Footer rule at y 556 with "Source: illustrative data" left and a unit note right, 11.5px.

Axes and grid:
- No gridlines. Only 0%, 50% and 100% labels at 11px left of the bars. A 1.2px ink baseline.

Marks:
- Bar chart: 100% stacked vertical bars, 72px wide, square corners, not-burdened at the bottom, then burdened, then severe on top. A 2px page-colored seam separates the not-burdened segment from the burdened ones. Segment values inside when the segment is 9 points or more. The combined burdened share sits 12px above each bar.
- Line chart: two lines on the same page, a 3px wine line for severe burden and a 3px orange line for all burden, with the gray area above 100% minus burden left empty; dot and label the burdened share at every category and use the pull statistic for the most striking point.

Avoid: gridlines, rounded corners, gradients, more than one accent, and a pull statistic that isn't directly readable in the chart.

When you're done, render the chart and check that each bar sums to 100, the burdened label equals the orange plus wine segments, the pull statistic matches the chart, and the legend bracket spans exactly the two burdened swatches.
