Restyle my chart in the "Regatta Pennants" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: the results board in a yacht club: crisp white, deep navy, one signal red, and nautical details (a swallowtail burgee, rope, sail numbers) done with restraint.

Layout:
- 56px side margins. Title baseline at y 76, a rope-twist rule at y 98 spanning the width, subtitle at y 132.
- A small club burgee at the top right: a 2px navy staff with a ball top, a navy swallowtail pennant about 55 x 34px, and a red inner triangle.
- Rows start around y 176 with a 46px pitch. A 1px navy footer rule under the last row, with "Source: illustrative data" at left and a small legend at right.

Axes and grid:
- No axis lines. Scale figures (0, 50, 100...) above the first row with 1px #E6EBF0 vertical gridlines running down behind the rows.

Marks:

Details:
- Rope-twist rule: a row of navy ellipses (rx 3.6, ry 1.5) rotated -42 degrees, centers every 5px, so they read as twisted strands.
- Legend (only when needed): small burgee swatches 26 x 12px with a 7px notch, labels in italic 12px.

Avoid: gradients, shadows, rounded bar ends, more than one accent color, nautical clip art, and heavy borders.

When you're done, render the chart and check that every notch reads clearly at thumbnail size, the white codes fit inside even the shortest bar, the rope rule is continuous, and only the leader is red.
