Restyle my chart in the "Refi Window" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a bank portfolio desk's opportunity chart on deep midnight blue. A single white line, a pale teal zone where the opportunity lives, and a soft glow wherever the data enters that zone. Modern, confident and focused on one question.

Layout:
- 56px left margin. Eyebrow at y 60, title at y 104, subtitle at y 132.
- Plot from x 80 to 880 and y 196 to 504, with the y range extended below the data so the zone has room for its annotations under the dips.

Axes and grid:
- Horizontal gridlines only, 1px #1E2D4D, labeled "5.0%" right-aligned 12px left of the plot.
- A 1px #3A4B6E baseline with 5px ticks and year labels centered 23px below.

Marks:
- Line chart: a smooth monotone line in white. Below the threshold, fill the zone from the threshold to the baseline with a teal gradient (22% opacity at the top to 4% at the bottom) and a 1px teal top edge at 70% opacity. Where the line enters the zone, clip to the zone and add a teal fill (28%) between the line and the threshold plus a 3.4px #DFFBF6 copy of the line with a Gaussian blur glow (stdDeviation 5, merged twice under the stroke). Draw the reference value as a full-width 1.6px gold dashed line (7 on, 5 off) with its label right-aligned above.
- Bar chart: slim white bars (rounded 2px tops) against the same zone; bars whose value falls inside the zone switch to teal with the same soft glow, and the reference line crosses the bars in dashed gold.

Labels and annotation:
- At the lowest point of each in-zone stretch, a 4.5px white dot with a 1.5px background-colored ring, a 1px teal leader down into the zone, and a two-line note: "In the money" (Syne teal) above a small line with the stretch length and its low in #8FA0C0.
- Label the latest value at the line's end ("Market 5.45%") and name the zone's threshold in small caps at the left edge just inside the zone.

Avoid: multiple bright colors, glow outside the zone, thick gridlines, a legend box, and anything that competes with the white line.

When you're done, render the chart and check that the glow appears only where the line is inside the zone, the months counted in the title equal the in-zone periods, annotations do not touch the line, and the dashed reference label is clear of the line.
