Layout:
- 56px left margin. Title baseline 60, subtitle 88, legend at 124 (a mini bullet sample, a white tick, three band swatches with their ranges).
- Track from x 236 to 812, rows 44px tall starting at y 176, sorted best to worst. Scale labels (0% to 100% every 20) centered 12px above the first row. Chip column centered at x 874 with a "RATE" header.
- A dashed 1px #86A09E divider (3 on, 4 off, 60% opacity) across the full width between the last row that meets the target and the first that misses it.

Axes and grid:
- No gridlines or axis lines: the banded track is the scale. Band boundaries at the qualitative thresholds (60 and 80 here).

Marks:
- Bar chart: bullet bars. A 26px tall track in three bands, a 10px pale aqua measure bar centered in it and starting at zero, and a 3px wide white target tick inset 3px from the track's top and bottom. A 48 x 22 px chip, radius 11, in the chip column shows the value, green at or above target and amber below.
- Line chart: one pale aqua 2.5px line per category as small multiples in the same rows, drawn over the banded track, with the white target as a thin horizontal tick line and the same status chip holding the latest value.

Avoid: gradients, glow, rounded bars, colored measure bars (status lives only in the chips), and gridlines over the bands.

When you're done, render the chart and check that rows are sorted, every chip color matches its value against the target, the count in the title matches the chips, and the measure bars start exactly at zero.
