Restyle my chart in the "Rate Lock" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a community lender's printed weekly rate sheet. Warm cream paper, slab-serif headline, brick and navy ink, and a rubber-stamp badge that makes one number feel official. Friendly, trustworthy and plain-spoken.

Colors (use these exact values):

Layout:
- 64px left margin. Eyebrow at y 76, title at y 118, subtitle at y 146.
- Plot area from x 76 to 792 and y 214 to 520. The right 130px is reserved for end-of-line labels.
- Footer at y 574: source on the left, the italic sign-off on the right.

Axes and grid:
- Horizontal gridlines only, 1px #E4D9C4, every 0.5 percentage point, labeled "6.5%" right-aligned 12px left of the plot.
- A 1.2px #2B2622 baseline with 5px month tick marks below it and month names centered 22px under it.

Marks:
- Line chart: 2px straight-segment lines with round joins. Every observation carries a small open circle (r 2.6, cream fill, 1.3px stroke in the series color). Label each line at its right end: the series name in 13px grotesk, then the last value in 19px slab below it.
- Bar chart: slim square-cornered bars in brick (the second series in navy for grouped bars), 1px cream gaps between groups, value labels in 13px Schibsted Grotesk 600 above each bar, the most recent period's bars sitting inside the highlight window.

Labels and annotation:
- Highlight the most recent window (the last six weekly points here) with a full-height #A63D2F 7% tint, and above it a 1.4px brick bracket (9px end ticks) with the label "Your 45-day lock window" right-aligned above it.
- Pin the locked value with a stamp badge: a 132 x 80 cream rectangle, 4px radius, 2px brick border plus a 0.8px inner border inset 4px, rotated -5 degrees, containing "RATE LOCKED", the value in 27px slab 700 and a 9.5px uppercase date line. Connect it to a 5.5px solid brick dot (2px cream ring) on the locked observation with a 1px dotted leader (2 on, 3 off). Keep the badge clear of every line.

Avoid: gradients, shadows, filled areas under lines, a legend box (label lines directly), more than two ink colors plus the neutrals, and letting the stamp cover data.

When you're done, render the chart and check that every weekly point has its open circle, the stamp sits in empty space and is slightly tilted, the bracket spans exactly the highlighted window, and the title's number matches the data.
