Restyle my chart in the "Rate Filing" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a regulatory rate filing exhibit on cream paper. Formal, tabular and sober, like a page submitted to an insurance department: boxed exhibit tag, centered serif title, numbered notes.

Colors (use these exact values):

- Public Sans with tabular figures (font-variant-numeric: tabular-nums) for all labels and numbers: running head 10.5px 600 uppercase with 1.6px letter-spacing, column headers 11.5px 700, row labels 12.5px (codes 12px #5F5B52), value columns 12.5px (selected values 700 in green), notes 11px.

Layout:
- 48px margins. Top left: running head and filing number. Top right: a 136 x 42 box with a 1px #1A1A1A border reading "Exhibit 4" over "Page 1 of 3", centered.
- Centered title at y 108 and subtitle at y 134, then a 1.2px rule at y 152, a header row, and a 0.6px rule.
- Three zones: row labels (x 48 to 282), a bar zone (x 290 to 720), and right-aligned value columns ("Indicated" ending at x 812, "Selected" ending at x 900). Rows 25px tall with 0.5px #CFC9BA hairlines in the label and value zones only.
- A double 0.6px rule closes the table, then a statewide total row with the key inline, then a short 152px rule and numbered notes "(1)", "(2)", "(3) Source: ...". Superscript note markers (8.5px) sit after capped values.

Axes and grid:
- No y axis. Percent ticks (-10%, 0, +10%, +20%) in the header row above the bar zone, 10.5px muted. A 1px #1A1A1A zero line, 0.7px dashed (2 2) #5F5B52 lines at the cap limits, and a 0.7px #CFC9BA line at +20%.

Marks:
- Bar chart: horizontal paired bars per row. The comparison value (indicated) as a hollow rectangle 16px tall with a 1.1px #1A1A1A outline; the primary value (selected) as a solid green bar 9px tall centered inside it. A zero primary value draws as a 2px green tick. The pale #E3DFD3 capping band spans the plus or minus 10% range behind all rows.
- Line chart: a 1.1px black line with hollow square markers for the comparison series and a 2.4px green line with solid round markers for the primary series, over the same pale band marking the allowed range; values tabulated in the right-hand columns.

Labels and annotation:
- Every row shows both numbers in the right columns with a true minus sign and a plus sign for increases, one decimal.
- An inline key in the total row: hollow outline swatch "Indicated", green swatch "Selected", band swatch "+/-10% capping band".

Avoid: rounded corners, gradients, color beyond black, green and the pale band, sans-serif titles, and a legend box.

When you're done, render the chart and check that every green bar sits inside its outline or is clipped to the band, the capped count in the title matches the rows, the weighted total is arithmetically right, and the exhibit box is aligned to the right margin.
