Restyle my chart in the "Rate Decisions" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a policy committee dashboard on near-black. Diverging bars for every decision, a restrained serif headline, and a side panel showing how each member voted as small colored squares.

Layout:
- 56px side margins. Header top left. Chart on the left (about x 100 to 628), the vote panel on the right (about 256 x 382 px starting at x 660).
- Divide the chart by period with 1px #2E2E36 vertical rules; print each period's net change above it and its name below. Shade the period shown in the panel with #1B1B21.
- Panel: heading, a 12px subtitle, a grid of 14px squares (2px radius, 5px gaps) with member names at left and meeting initials on top, then rows for the majority count and the decision glyph, a large summary figure with two lines of explanation, and a legend (Cut, Hold, Hike, Dissent) at the foot.

Axes and grid:

Marks:

Avoid: gradients, glows, 3D, legends inside the plot area, and colors outside the palette.

When you're done, render the chart and check that the title totals match the bars, each period's net label is correct, majority counts match the grid, and dissent outlines appear only where a vote differs from the decision.
