Restyle my chart in the "Pool Hours" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: the operations board at a community pool on a summer evening. Deep pool-teal water with faint lane lines on the floor, one glowing aqua line, colored session bands across the top and a dashed white limit line. Cool, clear and sporty.

Colors (use these exact values):
- Background: #0B2B33 (deep teal). Lane-line stripes: #123B45.

- Barlow Condensed for the eyebrow (600, 15px, uppercase, 2.4px letter-spacing, aqua), the title (700, 36px, #E6F4F2, stating the finding), session band labels (600, 14px, uppercase, 1.4px letter-spacing), the limit label (600, 13.5px, uppercase, 1.2px letter-spacing, white) and the peak callout (700, 22px, aqua).
- Barlow for the subtitle (16px #8FB5B3), axis labels (500, 13.5 to 14px #8FB5B3), the callout's second line (14px #E6F4F2), an italic 12.5px note and the footer (12.5px #6E9795).

Layout:
- 48px side margins. Eyebrow at y 62, title at y 104, subtitle at y 132.
- Session bands 24px tall at y 178, spanning exactly their time ranges with 1.5px gaps, 3px corner radius; if a band is narrower than 100px, shorten its label (for example "LAP").
- Plot from x 84 to x 900, y 238 to a baseline at y 506. Faint dotted (2 on 4 off) #1B4550 verticals drop from the bands at each session change.
- Footer at y 570: source at left, the capacity rule of thumb at right.

Texture:
- Lane lines on the pool floor behind everything: 10px tall #123B45 horizontal stripes about every 112px (y 150, 262, 374, 486) across x 40 to 920, each ending in a 10 x 44 px T bar at both ends. Keep them subtle; they must never compete with gridlines.

Axes and grid:
- Horizontal gridlines at round values (1px #1B4550), y labels right-aligned 12px left of the plot. Hour labels under the baseline ("9 a.m.", "Noon", "1 p.m.").

Marks:
- Line chart: a 3px smooth monotone aqua line with round caps and a soft glow (Gaussian blur 4 merged under the line; use a userSpaceOnUse filter region covering the full canvas) over the gradient area. Mark the peak with an open dot (r 5, background fill, 2.5px aqua stroke) inside a 20% aqua halo (r 10), a thin 1px aqua leader down into the area, and a two-line callout centered below it.
- Bar chart: one aqua bar per time slot, 70% of the band, 2px top corner radius, filled with the same top-to-bottom aqua gradient at 60% to 25% opacity plus a solid 2px aqua cap on top; the peak bar solid aqua. Session bands and the limit line stay the same.
- Limit line: a stepped 1.6px white dashed line (6 on, 5 off) following the capacity for each session, with its value labeled 9px above the start of each step and the main step named in full.

Avoid: light backgrounds, multiple glowing series, bright lane stripes, rounded plot frames, legends (label bands and lines directly) and clipped glows.

When you're done, render the chart and check that the glow is not clipped at the plot edges, band edges line up exactly with session changes on the x axis, the stepped limit line never hides the data line, and the lane stripes stay quieter than the gridlines' labels.
