Restyle my chart in the "Policy Path" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a chapter page from a central bank's monetary policy report. Measured, authoritative and quietly editorial: a large chapter numeral, a stepped rate line in deep claret, and a boxed panel of numbered key messages beside the chart.

Layout:
- 44px side margins. The chapter numeral sits top left, followed by a 1.5px claret vertical rule, then the eyebrow, title and subtitle stacked to its right. A full-width 1px #D8D2C6 rule under the header.
- Chart on the left two thirds (about x 96 to 612). Key messages panel on the right (about 268 x 342 px) with a 4px claret top bar, the heading, then three numbered messages (hollow 11px-radius claret circles with the number inside), separated by 0.8px rules, and a compact legend at its foot.

Labels and annotation:
- Direct labels instead of a chart legend; the panel foot carries a mini legend (stepped claret glyph "Rate", dashed gray "Market", hollow slate diamond "Median") in 12px #6B665D.
- Key messages must restate numbers that are arithmetically true for the data.

Avoid: gradients, shadows, rounded corners, bright colors, heavy borders, more than one accent color, and em dashes.

When you're done, render the chart and check that the key messages panel text fits inside its border, the step line reads as steps, the projection block starts exactly at the last actual observation, and no label collides with a line or diamond.
