Restyle my chart in the "Patrol Coverage" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a deployment console in a police operations center at night. Near-black, precise and technical, with a glowing cyan supply line against a pale demand line and amber shortfalls.

Typography (Google Fonts):
- Rajdhani 700 for the title only (31px, ink, sentence case, stating the shortfall).
- Roboto Mono for everything else: subtitle 11.5px uppercase with 0.4px letter-spacing, segments separated by "//"; legend 12.5px; axis labels 11.5px with hours as 00:00; shift strip labels 11px 500 with 1.2px letter-spacing ("DAY 0600–1400"); annotations 11.5 to 12px uppercase; footer 11px with 1px letter-spacing.

Layout:
- A 26px shift strip at y 26 aligned to the x axis of the plot, one band per shift with 2px gaps, and a "SHIFT" caption to its left.
- 56px side margins. Title y 96, subtitle y 122, legend row y 160 (stepped-line swatch, plain line swatch, amber square).
- Plot from y 214 to y 494, x 88 to 904. Footer rule at y 548, source left, "DEPLOYMENT REVIEW // DISTRICT 3" right.

Axes and grid:
- Horizontal 1px #1C2432 gridlines with values on the left and a small "UNITS" caption above; vertical 1px gridlines every 3 hours; dashed 2-4 #3A4558 verticals at each shift change inside the plot.

Marks:
- Line chart: supply as a stepped line (horizontal first, then vertical), 4px #22D3EE with miter joins, over a 10px copy at 18% opacity for the glow. Demand as a 2px #E5E7EB straight-segment line. Shade every interval where demand is above supply in amber, as one continuous polygon per run (no seams). Label two supply levels directly in 11.5px cyan ("10 UNITS", "18 UNITS") just below the step, and mark the widest gap with an open ring on the demand line and a 1px amber elbow leader to "22:00 WIDEST GAP 4.8 UNITS".
- Bar chart: supply as flat-topped cyan columns with 2px gaps and the same faint glow, demand as a 2px pale white stepped outline across them, and the part of demand above each column filled amber at 42%.

Avoid: light backgrounds, smooth curves on the supply series, gradients across the plot, rounded corners on the plot, and more than one glow.

When you're done, render the chart and check that the shortfall hours in the title equal the summed amber intervals, the shift strip boundaries line up with the plot's hour positions, and no dividers cross the title.
