Restyle my chart in the "Passport Page" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: an inside page of a passport. Pale mint security paper with a fine guilloche mesh, a microprinted border, a faint rosette watermark, ink entry stamps and a machine-readable zone at the foot. Official, orderly and a little playful.

Colors (use these exact values):
- Page: #E3F1E8 (pale mint).
- Guilloche lines: #B7D6C4 at 75% opacity. Watermark rosette: #C4DECF.

Layout:
- 56px side margins. Eyebrow at y 66, title at y 108, subtitle at y 136, legend (14px square swatches) at y 156.
- Plot from x 100 to 900, baseline at y 432, top at about y 200.
- Border: two 0.8px teal rules at 55% opacity inset 16px and 26px from the edges, with a line of repeated microprint text (for example the place name and "BORDERCONTROL" run together, no spaces) filling the gap along the top and bottom edges.
- A small notes line at y 480: a yearly total on the left in 600 12px, "Source: ..." on the right in 12px.
- Machine-readable zone: a #F3F9F5 strip from y 494 to 566 spanning the inner border, holding two centered 44-character lines built from uppercase words joined by "<" and padded with "<" (e.g. "P<SLBPORT<SELBY<<ARRIVALS<RECORD<2025<<<<<<<").

Texture:
- Guilloche: 26 rows spaced 21px apart, each a pair of sine waves with amplitude 9px and wavelength about 240px, the pair in antiphase and each row phase-shifted by 0.5 radians, 0.6px strokes, so they cross into a woven mesh over the whole page.
- Watermark: a rosette centered behind the plot: 30 circles of radius 40 whose centers sit on a ring of radius 78, plus rings of radius 32, 124 and 130, all 0.7px #C4DECF. Keep it faint enough that it never competes with the data.

Axes and grid:
- Three horizontal gridlines, 0.8px #5E7268 at 35% opacity, dashed 3 on 3, labels right-aligned left of the plot. No y-axis line. A 1.2px #26303A baseline.

Marks:
- Bar chart: square-cornered bars 32px wide (about half the band). For stacked data, series 2 (plum) at the bottom, series 1 (teal) on top, with a 1.5px gap between segments. Each bar carries its total in an entry stamp centered 30px above its top: a 23px-radius circle filled mint at 88% opacity with a 1.8px violet ring, an inner 18.5px dashed ring (2 on 1.6, 0.8px), the value in 700 13.5px violet and a tiny "IN" (600 6.5px, 1px letter-spacing) above it. Rotate each stamp by a random-looking but fixed angle between -13 and 13 degrees, and draw the whole stamp at 92% opacity. The highlighted bar's stamp is inverted: filled violet with mint text and a mint inner ring.
- Line chart: a 2.5px teal line (and a 2.5px plum line for a second series) with straight segments and 4px round points in the same color; put the entry stamps above the key points (peak, low, latest) instead of every point, rotated the same way.

Avoid: glossy effects, shadows, rounded bars, bright saturated colors, a heavy frame, and letting the guilloche or rosette get dark enough to muddy the bars.

When you're done, render the chart and check that every stamp is legible and inside the page, stamps don't collide with the legend, the MRZ lines are exactly 44 characters, and the guilloche stays a faint background texture.
