Restyle my chart in the "Parish Record" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a printed parish register form from a vestry printer, filled in by a clerk. Pale blue-gray stock, crisp printed rules and headings, brown and faded red pen ink, and one handwritten remark in the margin.

Colors (use these exact values):
- Paper: #E8ECEF. Header band fill: #DCE2E7.
- Printed ink (title, headings, frame, axis numbers): #2F3A45. Printed secondary text: #6B7885.
- Major ruled lines: #B9C4CE. Minor ruled lines: #CFD7DE.

Typography (Google Fonts):
- Libre Caslon Text for all printed text: form number 700 11px uppercase with 2px letter-spacing; title 700 26px; subtitle italic 15px; column headings 700 12px uppercase with 1.2px letter-spacing and an italic 11px sub-line; axis numbers 12px.
- La Belle Aurore for handwriting only: the clerk's remark at 19px and the signature at 16px.

Layout:
- Top margin: "FORM No. 14" at the left and an italic printer's line at the right, over a double rule (1.2px and 0.5px, 3px apart) spanning 48px side margins.
- Title (stating the finding) and subtitle left-aligned below.
- A printed header band 44px tall across the full width with 1px frame and 0.8px column dividers. Columns: the x measure (about 20%), one column per series (about 24% each) with a 26px line-and-marker key before the heading in the series color, and a "Remarks of the Clerk" column (about 32%). Each column has a heading and an italic sub-line (series totals in the series columns).
- The plot sits in a 1px-framed box directly under the header band, with a vertical rule 8px left of the plot for the y numbers.
- Source bottom-left in italic 12px and a page number bottom-right.

Axes and grid:
- Ruled horizontal lines every 5 units: 0.6px #CFD7DE, and 0.9px #B9C4CE on labeled values every 20.
- Vertical 0.6px #B9C4CE column rules at each decade. X labels every 10 years, 12px, below the frame line.

Marks:
- Line chart: straight-segment pen lines, 1.7px for the first series and 1.5px for the second. Pen-dot markers at every point: solid 2.2px-radius dots for the first series, open 2.1px-radius rings (paper fill, 1.2px stroke) for the second, so the series differ by marker shape as well as color. Apply a very slight ink wobble: feTurbulence fractalNoise baseFrequency 0.9, 1 octave, feDisplacementMap scale 1.2.
- Bar chart: paired thin bars per period (first series solid brown, second series red outline with a paper fill, 1.4px stroke), square corners, with the same form header, ruling and handwriting.

Labels and annotation:
- The clerk's remark: a hand-drawn ellipse (11 x 8, rotated -12 degrees, 1px brown) around the notable point, a gently curved 1px brown leader with a small open arrowhead, and two lines of La Belle Aurore handwriting stating the numbers, signed in gray-blue ("J. Wickett, clerk").
- No direct labels on the lines: the header band columns serve as the legend.

Avoid: color fills, gradients, sans-serif type, rounded corners, and more handwriting than one remark.

When you're done, render the chart and check that the header column keys match the line markers, the handwriting doesn't touch the lines, and the remark's numbers match the data.
