Restyle my chart in the "Page Rate" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a comic artist's production board pinned above the drawing table. Bristol board, non-photo blue guides that would never reproduce, and confident black brush ink for the data, with a quick blue-pencil note in the margin.

Colors (use these exact values):
- Board: #FDFDFB (Bristol white).
- Non-photo blue: #8EC9E8 for the board border, the ruled grid, gridlines, the dashed reference line and the board header.

- Karla for the subtitle (16px 400 #5E6770), axis labels (13 to 14px 700), legend (14px 700), band and reference labels (10.5 to 12px 700 to 800 uppercase, 1 to 1.2px letter-spacing) and the source (12px).
- Caveat 600 to 700 for the blue-pencil margin note (34px exclamation line, 22px body), rotated about -3 degrees.

Layout:
- A 1.6px #8EC9E8 border 30px in from the edges, a 0.8px dashed (6 on 4) inner border 12px inside it, and short black trim marks (0.8px, 18px long) outside each corner.
- A faint ruled grid (0.6px #8EC9E8, 24px squares, 45% opacity) across the board.
- Tiny board header top right in 10px 700 blue caps with 1.6px letter-spacing ("TITLE / PRODUCTION BOARD / PG 01").
- The plot sits in a white box with a 2.5px ink frame; the right margin (about 130px) is left for the pencil note.

Axes and grid:

Labels and annotation:
- A blue-pencil note in Caveat in the right margin with a bracket (2px #3F8FC4, round caps) over the periods it describes. Label the lowest points and the peak with small Anton numbers.

Avoid: color fills other than the pale blue wash, drop shadows, rounded corners, and blue so strong it competes with the ink.

When you're done, render the chart and check that the blue guides stay quiet, the black ink line clearly dominates, the band labels don't touch the data, and the margin note sits inside the board border.
