Restyle my chart in the "On Air Bug" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a full-screen on-air graphic from a nightly current affairs show. Deep studio blue, one bright white line that glows teal, a big end value, and the headline riding in a lower-third caption bar. Confident and readable from across a room.

Colors (use these exact values):
- Background: a radial gradient from #16295A (center, at 42% x, 38% y) to #0B1630 (edges, radius 80%).
- Lead line, big numbers and the headline bar: #FFFFFF (the headline bar has a subtle vertical sheen to #E4EAF3).
- Accent: #00B3A6 (teal) for the glow, the end-point ring, the lower-third tag block, small tags and the week label.
- Headline text on the white bar: #0B1630. Secondary text: #9FB0CC.

Typography (Google Fonts):
- Barlow Semi Condensed for all display text: headline 700 31px uppercase; end value 700 50px; section tag 700 18px uppercase with 2px letter-spacing; axis labels 500 14px (y) and 600 13px uppercase with 1px letter-spacing (x); small labels 700 12 to 14px uppercase with 1 to 2px letter-spacing.
- Barlow 500 for sentence text: the subtitle (14px #9FB0CC), the caption sub-bar line (15px white) and the source (12px).

Layout:
- Faint 14px corner brackets (1.5px white at 18% opacity) mark the broadcast safe area.
- Top left: a 4 x 30px teal bar, then the section tag and a one-line subtitle with measure and unit.
- Top right: a translucent bug box (146 x 44px, radius 4, white at 10% fill with a white 28% opacity 1px stroke) holding a 28px teal square monogram and the show name in two lines; under it a red live dot, "LIVE" and a running timestamp right-aligned.
- Plot area about x 96 to 744, y 118 to 388, leaving room at the right for the end value.
- Lower third at y 440: a 132 x 62px teal tag block (two lines of dark uppercase text), a white headline bar to x 904, and below it a 30px dark sub-bar (#0B1630 at 92%) with a 4px teal left edge carrying one explanatory sentence. Source bottom right.

Axes and grid:
- Horizontal 1px white gridlines at 10% opacity, the lowest at 35%. Y labels right-aligned left of the plot with units ("1.0M"). X labels below in uppercase ("WK 13"). No vertical gridlines, no axis lines.

Marks:
- Line chart: the series as a 5px white line with round joins and caps over a 10px teal copy blurred with a Gaussian blur of stdDeviation 7 at 90% opacity (filter region set to the whole canvas so the glow is never clipped), and a teal area fill fading from 22% to 0% down to the baseline. End point: a 14px teal halo at 30%, then a 7.5px white dot with a 3px teal ring, and the latest value in 50px white beside it with the period in teal below.
- Bar chart: white columns with 3px rounded tops and a soft teal glow behind them, the latest column fully white and the rest white at 55% opacity, with the latest value in 50px white above it; same gridlines and lower third.

Effects:
- Keep glow only on the lead series. Everything else is flat.

Avoid: more than one glowing element, extra accent colors, light backgrounds, thin lines, cluttered labels on every point, and legends (label the series directly).

When you're done, render the chart and check that the glow is not clipped at the edges of the plot, the end value matches the last data point, the headline claim is true for the data, and the lower third text fits inside its bars.
