Every chart uses illustrative data. The prompts work with any coding agent and any charting library; they describe colors, type, spacing and marks precisely enough to reproduce each look.

Restyle my chart in the "Noir Panel" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a single panel from a hard-boiled crime comic. Pure black night, rain, slatted light through venetian blinds, a narration caption in the corner and one white line cutting through the dark.

Colors (use these exact values):
- Background: #000000, with a very soft radial key light (#1C1C1C at the center fading to #000000) behind the plot.
- Data line, panel border and speech balloon: #FFFFFF.
- Narration caption box: #F2EFE6 with #000000 text.
- Rain streaks: #3A3A3A. Gridlines: #262626. Axis labels: #8C8C8C; subtitle #BDBDBD.

Typography (Google Fonts): Oswald throughout.
- Caption headline 30px 700 uppercase with 0.5px letter-spacing, caption second line 17px 500 uppercase. Together they state the finding.
- Subtitle below the caption 16px 400 #BDBDBD. Axis labels 13 to 14px 400. Year labels 14px 600 with 1.5px letter-spacing. Balloon text 16px 700 and 14px 500 uppercase. Source 12px 300.

Layout:
- A thick 7px #FFFFFF panel border 24px in from the edges; everything else sits inside it.
- The caption box at top left (about 560 x 96px, 2px black edge), subtitle under it, the plot below filling the width.

Texture and effects:
- Rain: about 150 thin streaks (1.1px, round caps, 18 to 52px long, leaning about 15 degrees) scattered across the panel in #3A3A3A.
- Venetian blinds: parallel white bands 15px thick on a 30px repeat, rotated -28 degrees, masked by a gradient from 20% opacity at the top right corner to 0 by the middle of the panel.
- Keep both textures out of the plot: mask them with a feathered hole (10px blur) over the plot area and its axis labels, where they fall to about 10% strength, so no streak or stripe crosses a gridline, tick label or the data line. The mood lives in the margins around the caption and plot.
- The data line is roughened with fractal noise (baseFrequency 0.04 x 0.5, displacement scale 3) so it reads as a brush stroke.

Axes and grid:
- 1px #262626 horizontal gridlines, a 1.2px #6A6A6A baseline, y labels outside the plot at the left.
- Single-letter month labels; the peak month's letter in bold white. Years centered under their months on a thin #5A5A5A rule.

Marks:
- Line chart: one 5px #FFFFFF brush line with round joins; the peak gets a 7px white dot with a 2.5px black ring.
- Bar chart: slim #FFFFFF bars (about 50% of the band) with the same slight brush roughening, square corners, on the same black panel; the peak bar gets the balloon.

Labels and annotation:
- One speech balloon only: a white ellipse (about 252 x 72px, 2px black edge) with a pointed tail aimed at the peak, holding the peak value and a short factual second line drawn from the data ("SEPTEMBER EASED TO 344."), not a wisecrack.

Avoid: color of any kind, glows, more than one balloon, jokey quips, and rain or blinds drawn over the plot or bright enough to compete with the line.

When you're done, render the chart and check that the white line is the brightest thing in the panel, the balloon tail clearly points at the peak, and no rain or blind stripe crosses the plot, its labels or the line.
