Restyle my chart in the "Neo-Brutalist" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: neo-brutalist web design. A flat acid background, thick black borders on everything, hard offset black shadows with zero blur, chunky type and sticker-like labels. Deliberately raw, never messy.

Colors (use these exact values):
- Background: #DFFF4F (acid lime-yellow). Card and label stickers: #FFFFFF. Ink, borders and shadows: #000000.
- Bars and series: Hot pink #FF6FCF for the main series; Electric blue #4D6BFF for the highlighted value or the second series. A third series, if needed, is #FFFFFF with black borders.

Shapes:
- Hard shadow recipe: a solid #000000 copy of the shape offset down-right, never blurred. 10px for the main card, 7px for bars, 3 to 4px for small stickers.
- Main card: white, 4px black border, square corners, holding the plot, below the title.
- A tag sticker at the top right (white, 3px border, rotated 3 degrees) naming the dataset.
- Callout sticker: black box rotated -6 degrees with the key number in Archivo Black 24px acid yellow and a DM Mono 12px white caption.

Axes and grid:
- Dashed gridlines: 1.5px black, dasharray 6 6. Y labels right-aligned left of the plot. A 4px black baseline. No y axis line.

Marks:
- Bar chart: chunky bars (about 64% of the band), 4px black border, square corners, 7px hard shadow. Each value sits in its own white sticker (60 x 30px, 3px border, 3px shadow) above the bar.
- Line chart: a 6px black line with a 3px colored line on top (pink or blue), square caps, and 14px square markers with 3px black borders and a 3px hard shadow. Area fill, if any, is flat pink with a 4px black top edge.

Avoid: gradients, blur, soft or colored shadows, rounded corners, thin hairlines, gray text, and transparency.

When you're done, render the chart and check that every shadow offsets the same direction, stickers don't overlap each other or the bars, and the rotated callout doesn't clip its text.
