Restyle my chart in the "Money Supply" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a monetary statistics page printed on banknote-green stock at night. Deep ink green, pale mint and sage lines, antique gold accents, and fine engraved guilloche rosettes in the corners.

Layout:
- A double hairline frame at 20px (0.5px) and 26px (0.8px) in #3A6150. In each corner, a guilloche rosette: twelve quarter-arc strands of radius 50 +/- 11px modulated by sin(16 theta + k pi / 6), bounded by quarter arcs at radius 36 and 64, all 0.5px.
- Keep text at least 100px from the left edge so it clears the rosettes. Eyebrow, title and subtitle top left; chart below; series names at the right end of each line; source bottom left.

Axes and grid:
