Restyle my chart in the "Meteor Rates" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: an amateur observing society's night report, polished for print. Midnight blue sky, slim silver bars, one ice blue peak, a wide space-age title and a quiet inset for the context measure.

Colors (use these exact values):

- Barlow for everything else: eyebrow 600 12px uppercase with 2.6px letter-spacing; subtitle 16px #7D88B3; value labels 500 14px silver (the peak 700 18px ice blue); category labels 500 13px #7D88B3 (the peak 700 in ice blue); small caps labels 600 10.5px with 1.4 to 1.8px letter-spacing; the event note 600 13.5px in moon gold with 13px #7D88B3 lines underneath.

Layout:
- 56px side margins. Eyebrow at y 58, title at y 98, subtitle at y 128.
- Main plot x 96 to 904, baseline at y 408, top gridline at y 188.
- A separate inset strip for the secondary measure from y 452 to 516 across the same x range: fill #111A3C with a 1px #1F2850 outline and a two-line caps label to its left. The inset has its own implicit scale and labels each point; it never shares the bar axis.
- Source line at the bottom left in 12.5px #7D88B3.

Axes and grid:
- Horizontal 1px #1F2850 gridlines every 20 units with 13px labels; the unit in caps above the tick column. No vertical grid.
- Category labels are ranges (for example "01–02") centered under each bar 22px below the baseline.

Marks:
- Bar chart: slim bars 20px wide (about 25% of the band) with 3px rounded top corners and square bases. - Line chart: a 2px silver line with small r 3 dots, the peak point as an r 6 ice blue dot with the same glow and label, the same event marker and the same inset strip underneath.

Avoid: a second y axis for the secondary measure, thick bars, more than one highlighted bar, bright gridlines, gradients inside bars and busy star fields behind the data.

When you're done, render the chart and check that only the peak is ice blue, the event note clears every bar and value label, the inset labels stay inside the strip, and the title's peak value matches the data.
