Restyle my chart in the "Lower Third" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Layout:
- Top-left: a red slanted tag ("QUESTION OF THE DAY") above the question itself. Top-right: a live bug made of a navy slanted block with the show name and a red slanted block with a white dot and "LIVE".
- Chart in the middle (y 130 to y 412). Category labels end 16px left of a 1.5px vertical axis line.
- Lower third from y 460 to y 548: a white-to-#E9EDF3 top strip (28px, slanted right end) carrying the measure and unit, then a 60px navy main strip with the headline finding in white, a 12px red edge bar on the left, a white gloss on its top half, and a red slanted box at the right with the time. Shadow: 0 6px 8px blur, #0B2A5B at 28%.

Axes and grid:
- No gridlines and no value axis. Every bar carries its value tag.

Marks:
- Bar chart: horizontal bars, 32px thick on a 50px band, square left end and a 10px slanted right end. A white shine band on the top third (white at 32%) and a 1.2px white highlight line at the very top. Drop shadow 0 3px 3px blur, navy at 18%. Shapes: all tags, bugs and strips are parallelograms slanted 10px, rising to the right.

Avoid: rounded corners, dark backgrounds, thin type, gridlines, more than one accent color, and anything that competes with the lower third.

When you're done, render the chart and check that the value tags don't collide with each other or with labels, the lower third headline fits inside the strip without touching the clock box, and the percentages sum correctly.
