Restyle my chart in the "Livery Stripe" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: an airline's fleet livery system turned into a performance chart. Dark navy, three sweeping stripes in crimson, white and gold, and bars cut at the same angle as the stripes.

Colors (use these exact values):
- Background: #0E1A33 (dark navy).
- Crimson #C8102E: the widest stripe, the thin rule under the title and the dashed average line.
- White #FFFFFF: ordinary bars, the middle stripe, value labels and route-code tags.

Typography (Google Fonts):
- Montserrat for everything, tabular figures.
- Title: ExtraBold 800 italic, 34px, uppercase, 0.5px letter-spacing, white, stating the finding.
- Eyebrow: 600, 11px, uppercase, 3px letter-spacing, gold.
- Subtitle: 500 italic, 13px, muted, opening with a tail-number style code ("AU-LVR / ...").
- Value labels 700, 14px white (18px gold for the best bar). Tag codes 700, 10.5px, 1.2px tracking. Destination names 600, 9.5px uppercase, 1.6px tracking, muted. Y labels 500, 11px muted.

Layout:
- 48px margins. Eyebrow at y 64, title at y 108, a 220 x 2px crimson rule at y 124, subtitle at y 152.
- Plot from about x 96 to 912, baseline at y 440, top of scale at y 186.
- A small key at the top right of the plot: a dashed crimson swatch and "NETWORK AVERAGE 80.5%" in 700 10px white with 1.6px tracking.
- Footer: "Source: ..." right-aligned at y 572, 11px muted.

Axes and grid:
- Faint horizontal gridlines, 1px white at 10% opacity, at quarter steps, labeled as percentages.
- A 1.5px white baseline. No vertical axis line.

Marks:
- Bar chart: square-sided white bars 56px wide whose tops are cut at an 18 degree slant rising left to right (rise = width x tan 18 degrees, about 18px), with the data value at the center of the slanted top. The best bar is gold. Value labels 12px above the top center. Under each bar, a 60 x 20px route-code tag with a 3px radius and 1px white outline (the best one filled gold with navy text), and the destination name beneath it.
- Line chart: a 3px white line with square caps and 6px white diamond markers, the best point a larger gold diamond; the three stripes behind it the same way.
- Reference line: a 1.5px crimson dashed line (6 on, 4 off) at the average.

Texture:
- Three parallel stripes rising at 18 degrees from the lower left across the plot, behind every mark: crimson 30px (lowest), a 6px gap, white 9px, a 6px gap, gold 15px (highest). Their lowest edge sits just below the baseline at the left edge so they never cross the labels. Fade them with a horizontal mask from 100% at the left to 35% at 55% of the width and 12% at the right.

Avoid: rounded corners, gradients on bars, more than one gold mark, lowercase headings and stripes at a different angle from the bar tops.

When you're done, render the chart and check that the bar tops and stripes share the exact 18 degree angle, the stripes stay clear of the tags and destination names, only one bar is gold, and the average is computed from the data.
