Restyle my chart in the "Late Edition" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a special night edition printed on black stock. Cream type, a gilt masthead rule and bookish serif figures: elegant, a little theatrical, still a serious chart.

Layout:
- 48px side margins. A masthead double rule in #B8995A across the full width at the top: a 3px rule, then a 1px rule 4px below it.
- Kicker below the rule at left and a small uppercase folio ("TOWN · LATE EDITION") right-aligned on the same line, then the headline, then the deck, then a legend with 13px square swatches.

Axes and grid:
