Restyle my chart in the "Inspection Backlog" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a fire marshal's operations dashboard at night. Focused and practical: navy-black ground, a thick coral line for the problem, a thin teal line for the work being done, a target date chip and a clipboard panel of what is still open.

Layout:
- 48px side margins. Eyebrow at y 52, title at y 92, subtitle at y 120.
- Plot from x 88 to 632, y 178 to 486. The clipboard panel at the right (x 676, y 160, 236 x 372, rx 10) with a #3A4560 clip on its top edge (an 80 x 22 rounded tab and a small 32 x 10 hook with a hole).

Avoid: a boxed legend, bright gridlines, more than two series colors, and labels that sit on the projection line.

When you're done, render the chart and check that the panel counts sum to the latest value, the percentage in the title is right, and the chip text fits inside the pill.
