Restyle my chart in the "Household Size" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a local-government census briefing. Calm pale sky page, a narrow column of plain-English explanation on the left, and a chart that treats each census as a fixed step rather than a smooth trend. Friendly but exact.

Colors (use these exact values):
- Page: #EEF4F8 (pale sky).

- Karla for everything else: eyebrow 11.5px 700 uppercase with 1.8px letter-spacing in teal; subtitle 15px #566873; body text 13.5px ink with 19px line spacing; key labels 13px 700 in the series color with a 12.5px #566873 second line; axis labels 13px 500 (tabular figures) in the color of the series they belong to; panel titles 12.5px 700 in the series color; value labels 13.5px 700; source 12px.

Layout:
- 48px side margins. Eyebrow, title and subtitle at the top, then a full-width 1px ink rule at y 140.
- A left column about 200px wide: a heading ("What changed"), two short paragraphs of plain explanation, a 1px divider, then a "KEY" label and two key rows. Each key row uses a house glyph outline instead of a swatch: a 22px-wide teal house (pentagon outline with a small door, 1.6px stroke) for the primary series and a smaller 14px coral house for the secondary series.
- A 1px #D3E0E8 vertical divider at x 262, then the plot area from x 322 to 852. Never put two measures on one plot with left and right axes: each measure gets its own panel, stacked on a shared x-axis. The primary panel runs y 188 to 318 and the secondary panel y 380 to 486, with about 60px of clear space between them holding the lower panel's title.

Axes and grid:
- Each panel has its own left axis only: labels right-aligned 10px from the plot in the series color, evenly spaced 1px #D3E0E8 gridlines (for example 1.6 to 3.6 persons in steps of 0.4 above, 0% to 40% in steps of 10 below; percentages start at zero).
- A panel title left-aligned at the plot edge, 20px above each panel's top gridline, naming the measure and unit in the series color (for example "Average persons per household", "Single-person households, % of all households").
- A 1px ink rule closes the upper panel. The lower panel gets a 1.2px ink baseline with 5px ticks at each census year and year labels 23px below; the upper panel shares those years and repeats no x labels.

Marks:
- Line chart: the primary series is a 3px teal step-after line (each census value holds flat until the next census, then drops vertically), with a 10 x 10 hollow square (page fill, 2px teal stroke) at every census point and the value printed in 13.5px 700 teal just above the flat tread to the right of the square (the final point, which has no tread, gets its value centered 25px below). The secondary series is a thin 1.8px coral straight-segment line with r 3 filled coral dots, read on the right axis, with every value printed in 12.5px 700 coral centered 10px above its dot.
- Bar chart: slim square-cornered teal columns (about 45% of the band) with a hollow 10px square capping each bar top and the value above it; a secondary series drawn as a thin 1.8px coral line with dots in its own lower panel, never over the bars.

Avoid: smoothing the stepped line, filled markers on the primary series, gradients, shadows, a boxed legend (use the house glyph key), a right-hand second axis, and overlaying two measures of different units on one plot.

When you're done, render the chart and check that every axis label and panel title is colored to match its series, the two panels have clear space between them, the step values do not touch the vertical risers or the coral line, and the key's house glyphs read clearly at small size.
